Miss Charlotte Delhi, a 19-year-old girl, has been charged by the Department of State Services in the Federal High Court in Yenagoa for allegedly sharing a nude video of Dr Walton Liverpool, a former Permanent Secretary of the Bayelsa State Ministry of Education, on social media with the intent of extorting N15 million from him.
The girl was accused of engaging in cyberstalking with the goal of blackmail, which is illegal under section 24(2)c and punishable under subparagraph (b) of the cybercrime (prohibition, prevention, etc) Act, 2015, in a one-count accusation brought by the DSS in suit number FHC/YNG/33C/2021.
The statement reads, “That you, charlotte Delhi on the 14th day of September 2021 in Yenagoa within the jurisdiction of this honourable court for the purpose of extorting the sum of N15million from Dr Walton Liverpool, intentionally posted a video showing the naked appearance of the said Dr Walton Liverpool on a WhatsApp group tagged “Off Liverpool” with an Iphone7 plus mobile phone and GSM. No. 08084267342.”
After the girl pleaded not guilty to the charge, counsels for the DSS and the state government, Victor Uchendu Esq, Principal Legal Officer of the DSS, and A.S. Arthur Esq, former Attorney-General of Bayelsa State and counsel to the defendant, disagreed on the issue of bail application, but agreed that the trial should be accelerated.
Uchendu, who requested an adjournment from the judge, claimed that the defense lawyer provided him the application for bail process only a few hours before the hearing. He also indicated that one of the case’s major witnesses was not in excellent health.
He stated, “I was served the bail application two hours before the court sitting and there was no time for me to study the weighty allegations."
The accused allegedly shared a naked video of the former permanent secretary on social media after he allegedly refused to yield to extortion.
According to security sources, the phone lines of alleged clients, including members of the State House of Assembly and key officials in the state, were found on the sim used to post the nude video.
Her birth certificate, which stated that she was born on October 10, 2002, placing her age at 19, refuted the accused’s claim of being 17 years old.
